If he got heli-ed up or boot-packed or just skied over to this area, etc. then he can just use a normal, alpine-norm ski boot.
Remember- this binding is not just for touring. You don't need to use a touring boot with it.

It just depends if your friend favors downhill skiing performance/alpine safety/elastic travel/bump absorption vs. that small weight penalty. The Shift is also a binding you can literally run as a daily resort driver. I'm not trying to bash their product, but from what I've seen the Kingpin doesn't like to handle constant resort skiing.
But ultimately, if your friend wants a binding right now, then the Shift isn't an option.
