you do it in post
you've gotta have a program like premiere, final cut, or vegas (not sure, never used it, but im sure you could do it). You zoom in on the clip say like, 120% then set a keyframe in the beginning of the timelapse. Then at the end of the clip you set a keyframe for 100% zoom. That's about it for zooming.
For panning you just zoom in say 120%, no keyframing unless you wanna do a zoom and a pan in the same shot. Then you keyframe the position. Pretty simple.
