I have heard people that have blown out knees three four times and then theres some people that never have to worry about surgery. is it just how they ski or what they ski (urban)or do they just have weak ass joints/bones?

Other than that, my guess would be a mix of both having weaker ligaments/not being as strong and how hard they go. Blown knees aren't very frequent in urban - impact injuries due to how hard concrete is are more common imo.
If you want more info on knee injuries in skiing, you can read this study -http://ojs.sagepub.com/content/2/1/2325967113519741.full
It's not directly about freestyle skiing though.

Some people send it twice as hard as others, so they are more prone to injury. Some people are in better shape and more flexible, so obviously less prone to injury. Some people have better form and style, which makes them less prone to injury. And some people know their limits and what they can safely do and not do, making them less prone to injury.
Its different for every person and yeah, some people will be more likely to get hurt.
