I didnt really take it in until i re watched the second half again but damn the difficulty of the rail tricks was insane by the end.

yes, but the person he's playing may be just as consistent and just happened to lose R-P-S. It gives the other player a fair shot, assuming they're fairly equal. You have no way of knowing really. It's a good rule.
