I'd just go back and reshoot, though it's almost unshootable as it is now, if you want to maintain detail in the shadows and highlights. Maybe just take a shot of the wall with the grafitti, and don't even shoot the railroad tracks. That way you wont have so many blown out areas. Blown out areas are impossible to fix in photoshop, as there is NO detail in them at all. They're just white. Also, turn down the ISO on your camera, use a tripod if you have to, because your getting grainy results.
