At the same time, what has made Red Bull so competitive is their riskiness along the lines of the rules, and at the same time, every team is after them. For example some things the Red Bull has been doing (engine mapping) is a loophole. Mercedes double F-Duct system was made OK by the FIA and so is Lotus's attempt at a blown diffuse (not from exhaust) and a passive double DRS. I may not read into the rule books enough, I'm busy with what I have on my plate, but it seems like to me everyone, including the FIA want Red Bull to stop winning, and will do anything to stop it. Other less competitive teams, they are helping by allowing Mercedes and Lotus. If someone wants to prove me wrong, go ahead, but don't be an ass about it, I could be wrong simply because I don't have the time to read the rules and interpret them along with how exactly these aerodynamic mechanisms work (general idea, but yeah I'm not an aerodynamisist).
