Honestly, most homeless people ive come in contact with have to severe phycological problems to be given responsibility the way that man described.
 
Here's an idea...you want an oppotunity in the business world, whether that be as an electrician, brick layer, drywaller or whatever, don't become addicted to crack. Once said crack addiction is relevant, it is not the job of the government to help you. Either resolve that shit yourself or hope that the "private sector" will give you a helping hand and a second chance.
