You should probably look up your local gun laws first. Most states don't allow sales of guns between private parties over state lines.
You live in Rochester, MN (lived there for way too fucking long) go visit the local shops and stimulate the economy. Prices won't be much different anyways. Or go to Owatonna and hit up Cabela's.

How much are you looking to spend? And are you trying to find a specific model, or just any 10/22? Cabela's has the standard carbine model for $229.99.
Just call up some of the local shops, or some of the shops around the cities. Or if you want to go used, just find some pawn shops and call them up. If you look around you should be able to find something nice.
There used to be a small gun shop up by Skyline Waterslide but I am not sure if it's still there. He had really good prices on 10/22's back in the day.

some people are willing to ship on there. Since the 10/22 is a very common rifle, they come up a lot. You DO need to do through an FFL though.

If you want to shop online check out Gunbroker, basically the ebay of the gun world. www.gunbroker.com As stated above, you will need to have the gun shipped to an FFL.
