true-ish. Just because two boots have the same bsl doesn't mean they have the same interior length. Touring boots for example, are much different than alpine with regards to bsl vs interior length. As well, they will have different liners. However, liners are not what makes the crucial fit of a boot. Support should start with the shell, then the rest is done by the liner. You should have custom liners anyways, life is much better.
