Why Can't I Change My Icon

Every time I try to change it it says this page can't be displayd then forbiden if i hit refresh the same things happens with the profile picture. Any Ideas

mine right now says, deleting old one, waiting...but nothing ever happens...i will figure this out

^ hit refresh, or clear your cache. if its forbidden, its too big size wise.
