it doesn't have to be an arc welder it can be any kind of welder. but ya, go anywhere..welding shop is likely cheaper than buying one and getting it all shipped and shit.

buy a saws-all and you can get a rail from basically anywhere for free

Just make one. I made a 10 footer that's 3" wide and over a foot high for $25. (deal from my shop teacher, ) But talk to your highschool shop teacher, or a local welder and they might give you a good deal. No matter what, it'll be better than buying a pre-made one.

just draw the plans of your rail, buy the steel at a big steel shop and go sold your pieces of metal together, its less expansive and you can have your rail like you want...i did that for my 10feet skateboard rail and it only cost me 80$ can.
