Jon bought travelocity and therefore is the gaurdian of the roaming gnome, the ones you get at JOSS are the roaming gnomes body doubles/stunt gnomes which were KIA.

The gnomes comes from the swedish telephone company Parlino who sponsor JOSS. And Their mascot or whatever you want to call it is those gnomes, so thats why you see them everywhere.
