What type of movie is harder to make?

Back country or urban movie? Both have certain aspects that can make it hard or easy to film a movie. Think about the money, filming, time, traveling, living, ect.

I dont know about the actual cost of the cinematography but traveling to a remote location to ski crazy lines is inherently more expensive than skiing in the streets. Way more safety gear is needed, helicopters, snowmobiles, mountain guides etc..

In general, shooting in the backcountry requires more money and time spent waiting around for weather/light. However, first take backcountry shots are often movie-worthy, whereas many urban rails take upwards of 20 tries at the least to get them really proper.

I'd say what's really hard is shooting both... it is much easier logistically to have a movie be dedicated to either street or backcountry, since most backcountry skiers/filmers don't shoot street stuff and vice versa.
