What does siver cartel mean or represent? Its funny hearing all the store clerks mispronounce it.

2 weeks ago I went to Outdoor school Camp with my grade.My teacher was in a Field talking to his Girlfriend at 11:30 pm, my friend and I were suspicious so we flashed a flaslight in the eyes of my teacher and they were closed.
