What are the MOST waterproof pants?

titl;e says it all, im talking about pants that are completely dry when its raining up on the hil, also i want them to be durable because i had oakley phantoms and they more or less fell apart this year
 
Look for Gore tex XCR or Pro shell or Event. Both are around 30K waterproofing, and will keep you about as dry as it gets.
 
If you don't want to go down the Mountain Hardware, North Face, Arc'teryx etc road, then look into some Burton AK gear - A lot of it is 3 Layer Gore Tex which will keep you dry
 
Gore tex is by far the best waterproof/breathable material. the name brand of the pant won't matter too much unless you're looking for style, and that's where the price will factor in, look for YKK zippers and sealed seams, and you should be ok.

super important thought is taking care of the material, back when i used to snowboard my ass would get soaked all the time and i couldn't figure out why cause i had gore tex, i just wasn't washing them cause they were black and didn't get dirty. to keep it waterproof and breathable you have to wash (you can use special detergent for the application) but if you rinse properly you should be ok with normal, and stick them in the dryer as opposed to air drying,

I've had a pair of lime green Special Blend pants for two and a half seasons with 25k waterproofing and haven't been wet even when it is practically raining.
