No. It gets the pull point up higher... therefore allowing you to jump higher because in order for the rope to be parallel with the water you have to be however high the tower is... probably about 8 or 10 feet off the water. Just makes it easier. Essentially when the pull point is lower it is pulling you down the whole time you are in the air, instead of pulling you directly forward like it does when you have the rope on the tower. That is assuming you havent gone above the tower.
