Bush was inept, yes, but the powerful think-tanks behind the actual decision making are not. The President has as much power for change as the political lobbyists representing big business interests care to allow him, and everybody has their hands in the pot at this point. As soon as money creeped into politics (and they introduced a monetary system that would inevitably fail at some point exactly as it is today, with an explosion of debt to the point where a fiat currency begins to lose its perceived value).
The attack wasn't perfectly executed, they left all kinds of tracks that people like me care to sift through... and at this point unless you have your head in the sand all day I'd think you would have noticed that there's a historical tendency for overreaching governments to become corrupted over time through money and power.
