Sure, it is possible that it's a conspiracy.. However, I think it would be smart to first weigh out the reprocatuions for such an action as crying wolf.
Despite what you may think, no one wants the responsibility of saying that there is a threat.
Because it will send the town into a state of pandemonium and chaos. People will be unpredictable and business will not go smoothly. And when things are unstable, money will be lost.
The building's officials will demand heightened security and full staffing from sheriffs, bomb squad, homeland security, fbi, nsa, and the list goes on. Could you imagine how much money it's going to cost the goverment for an ongoing level of security like this on a high-rise building? Millions of dollars will be spent. If national security made a mistake in judging the threat and it was petty or non-existant their necks would be hung. They could very well end up in a major lawsuit. That's a huge liability that no one wants to take unless they are 100% behind it.
Also, The government operates like a criminal laywer in several aspects. One of those aspects being that they always want to look good. They always want to appear strong and confidentv even when they know for certain that there's no way they can win. There is nothing worse for a lawyer than to admit that he feels threatened, defeated, or weak. Likewise is the government. They will never admit that they are vulnerable unless it's come down to the last point and absolutely necessary to at least warn the people.
In alot of ways, it's also arrogance and pride.
As we all now, the elections are coming up soon. How detrimental would it be for Bush if word got out that these alleged terrorist threats were fraud and nonexistant? He already has enough on his plate trying to fight claims of no wmd in Iraq. Something like this would send his whole campaign under, and if this whole conspiracy theory was true, don't you think Kerry would do everything in his power to expose it? Bush is not going to take the chance and risk everything by commiting fraud so that he can scare a few people into accepting his policies. It's just not worth it. Especially this close to the election.
Honestly, we can't say anything for certain unless we have been there and seen it first hand. Which I believe I will have a clearer perspective if I do take up miliatry intelligence's offer and become a counter-intelligence agent.
If you are going to claim that the government is brain-washing everyone, committing fraud, wasting millions of dollars, and risking everything for the sole purpose of scaring a few people then you had better have some substantial grounds and solid reasoning to support your claims.
The princicple does not want to pull the fire alarm if no fire is present, nor will the government cry wolf if no danger is near.
Think about it. What makes more sense?
Eat. Sleep. Breathe. Ski.
