I am looking to buy a pair of tech boots for the upcoming season. Have been looking to get a pair with a last of 97 or 98 as I have a narrow foot. But my searches have come up with nothing in that last width. Do tech boots have a wide last for touring then you can clamp the buckle down to narrow it for skiing? What is the deal with this
 
No.

There are narrow lasted boots with tech inserts and wide lasted boots with tech inserts, just like alpine boots. Some boots are available with both tech and DIN soles.

Are you only going to have one boot? If so, I would look at a boot that you can get both tech and DIN soles. But regardless of that, buy touring boots just like you buy alpine boots. Go see a boot fitter and explain your situation, and let them show you the boots that would work for you.
 
The salomon MTN lab could be perfect. Nice low volume with a narrow forefoot. Amazing boots too, read my review if you havnt already. The dynafits like the Vulcan are quite narrow too but do not perform nearly as well as the salomon. Te scarpa freedom uses a 98last too and that is a good boot. The k2 pinnacle comes in a 98 last too. There are plenty of boots.

Most every brand offers tech boots in or near the 98mm category: Atomic, Salomon, Dynafit, Tecnica, K2, Dalbello, Scarpa (more in the 101mm area though).

What boots were you looking at that weren't?

And what type of tech boot are you looking for? More uphill? More downhill? Mix of both?

Definitely a one boot quiver. But was also thinking of getting lord sps (they are bc boot sole compatible). More downhill oriented, I don't want to sacrifice performance. Also looking in the 120-110 flex range
