I would not reccomend cutting your screws. If you are determined to remove your lifters, you can get your local shop to order you a set of new screws for next to nothing (if they dont already have a set in stock). New screws will have the proper taper at the end, which is important if you ever want to remount your bindings in a different position on your ski or on a new pair of skis.
But honestly, you are going to have a real hard time noticing a difference of 10mm by removing your lifters. And if you have to ask about this type of thing, it is probably going to be much more trouble for you than it is worth.
True, jib or freeskiing bindings dont usually come with any lifter plates, but the difference is very minimal. Besides the plates are designed to help you ski better on the rest of the mountain.
