I do, maybe 30 max, and I drive a WRX. Speeding in the city is dangerous, and yes, 40 is way too fast for a 25 mph road. Anything more than 5 over in town is pushing it. If you want to go fast, go out in the country where you're away from traffic, pedestrians, and cyclists.

speeding really is not worth it. if you are going 15 over on a 30 minute drive you honestly dont save much time.

It's worth it on a long drive though. You can easily save a pretty significant amount of time by speeding when you're driving for hundreds of miles.
