But right now there is not much that can happen to youtube, or any site, if they take a long time to strip the audio or turn a blind eye to what users upload in the first place. They receive a cease and desist and as long as they try their best to keep that unauthorized stuff off their site they are in the clear. SOPA changes that and makes if possible for sites to be blocked if they can't keep up with the deletion of unauthorized content. Youtube probably won't get in trouble because they have the resources to comply, but sites like Vimeo, and I'd imagine NS too, would feel the burden of keeping the site clean. There are a lot of possibilities but the worst case looks scenario is shitty.
Since a bunch of congressional sponsors just withdrew support today this shit is probably squashed anyways.
