I've seen pics of niagra back in the day pretty much completly frozen over. My dad went to it once when he was going to RIT and it was almost completely frozen. Im sure if it was cold enough that at least the waterfall was frozen over the top so there was no mist coming up and there was a big snowstorm, you could jib a shitload of stuff.
