President Bush: Flip-Flopper-In-Chief

July 7, 2004

From the beginning, George W. Bush has made his own credibility a central issue. On 10/11/00, then-Gov. Bush said: 'I think credibility is important. It is going to be important for the president to be credible with Congress, important for the president to be credible with foreign nations.' But President Bush's serial flip-flopping raises serious questions about whether Congress and foreign leaders can rely on what he says.

1. Social Security Surplus

BUSH PLEDGES NOT TO TOUCH SOCIAL SECURITY SURPLUS... 'We're going to keep the promise of Social Security and keep the government from raiding the Social Security surplus.' [President Bush, 3/3/01]

...BUSH SPENDS SOCIAL SECURITY SURPLUS The New York Times reported that 'the president's new budget uses Social Security surpluses to pay for other programs every year through 2013, ultimately diverting more than $1.4 trillion in Social Security funds to other purposes.' [The New York Times, 2/6/02]

2. Patient's Right to Sue

GOVERNOR BUSH VETOES PATIENTS' RIGHT TO SUE... 'Despite his campaign rhetoric in favor of a patients' bill of rights, Bush fought such a bill tooth and nail as Texas governor, vetoing a bill coauthored by Republican state Rep. John Smithee in 1995. He... constantly opposed a patient's right to sue an HMO over coverage denied that resulted in adverse health effects.' [Salon, 2/7/01]

...CANDIDATE BUSH PRAISES TEXAS PATIENTS' RIGHT TO SUE... 'We're one of the first states that said you can sue an HMO for denying you proper coverage... It's time for our nation to come together and do what's right for the people. And I think this is right for the people. You know, I support a national patients' bill of rights, Mr. Vice President. And I want all people covered. I don't want the law to supersede good law like we've got in Texas.' [Governor Bush, 10/17/00]

...PRESIDENT BUSH'S ADMINISTRATION ARGUES AGAINST RIGHT TO SUE 'To let two Texas consumers, Juan Davila and Ruby R. Calad, sue their managed-care companies for wrongful denials of medical benefits ‘would be to completely undermine' federal law regulating employee benefits, Assistant Solicitor General James A. Feldman said at oral argument March 23. Moreover, the administration's brief attacked the policy rationale for Texas's law, which is similar to statutes on the books in nine other states.' [Washington Post, 4/5/04]

3. Tobacco Buyout

BUSH SUPPORTS CURRENT TOBACCO FARMERS' QUOTA SYSTEM... 'They've got the quota system in place -- the allotment system -- and I don't think that needs to be changed.' [President Bush, 5/04]

...BUSH ADMINISTRATION WILL SUPPORT FEDERAL BUYOUT OF TOBACCO QUOTAS 'The administration is open to a buyout.' [White House spokeswoman Jeanie Mamo, 6/18/04]

4. North Korea

BUSH WILL NOT OFFER NUCLEAR NORTH KOREA INCENTIVES TO DISARM... 'We developed a bold approach under which, if the North addressed our long-standing concerns, the United States was prepared to take important steps that would have significantly improved the lives of the North Korean people. Now that North Korea's covert nuclear weapons program has come to light, we are unable to pursue this approach.' [President's Statement, 11/15/02]

...BUSH ADMINISTRATION OFFERS NORTH KOREA INCENTIVES TO DISARM'Well, we will work to take steps to ease their political and economic isolation. So there would be -- what you would see would be some provisional or temporary proposals that would only lead to lasting benefit after North Korea dismantles its nuclear programs. So there would be some provisional or temporary efforts of that nature.' [White House Press Secretary Scott McClellan, 6/23/04]

5. Abortion

BUSH SUPPORTS A WOMAN'S RIGHT TO CHOOSE... 'Bush said he...favors leaving up to a woman and her doctor the abortion question.' [The Nation, 6/15/00, quoting the Lubbock Avalanche-Journal, 5/78]

...BUSH OPPOSES A WOMAN'S RIGHT TO CHOOSE 'I am pro-life.' [Governor Bush, 10/3/00]

6. OPEC

BUSH PROMISES TO FORCE OPEC TO LOWER PRICES... 'What I think the president ought to do [when gas prices spike] is he ought to get on the phone with the OPEC cartel and say we expect you to open your spigots...And the president of the United States must jawbone OPEC members to lower the price.' [President Bush, 1/26/00]

...BUSH REFUSES TO LOBBY OPEC LEADERS With gas prices soaring in the United States at the beginning of 2004, the Miami Herald reported the president refused to 'personally lobby oil cartel leaders to change their minds.' [Miami Herald, 4/1/04]

7. Iraq Funding

BUSH SPOKESMAN DENIES NEED FOR ADDITIONAL FUNDS FOR THE REST OF 2004... 'We do not anticipate requesting supplemental funding for '04' [White House Budget Director Joshua Bolton, 2/2/04]

...BUSH REQUESTS ADDITIONAL FUNDS FOR IRAQ FOR 2004 'I am requesting that Congress establish a $25 billion contingency reserve fund for the coming fiscal year to meet all commitments to our troops.' [President Bush, Statement by President, 5/5/04]

8. Condoleeza Rice Testimony

BUSH SPOKESMAN SAYS RICE WON'T TESTIFY AS 'A MATTER OF PRINCIPLE'... 'Again, this is not her personal preference; this goes back to a matter of principle. [White House Press Secretary Scott McClellan, 3/9/04]

...BUSH ORDERS RICE TO TESTIFY: 'Today I have informed the Commission on Terrorist Attacks Against the United States that my National Security Advisor, Dr. Condoleezza Rice, will provide public testimony.' [President Bush, 3/30/04]

9. Science

BUSH PLEDGES TO ISSUE REGULATIONS BASED ON SCIENCE...'I think we ought to have high standards set by agencies that rely upon science, not by what may feel good or what sounds good.' [then-Governor George W. Bush, 1/15/00]

...BUSH ADMINISTRATION REGULATIONS IGNORE SCIENCE '60 leading scientists—including Nobel laureates, leading medical experts, former federal agency directors and university chairs and presidents—issued a statement calling for regulatory and legislative action to restore scientific integrity to federal policymaking. According to the scientists, the Bush administration has, among other abuses, suppressed and distorted scientific analysis from federal agencies, and taken actions that have undermined the quality of scientific advisory panels.' [Union of Concerned Scientists, 2/18/04]

11. Department of Homeland Security

BUSH OPPOSES THE DEPARTMENT OF HOMELAND SECURITY...'So, creating a Cabinet office doesn't solve the problem. You still will have agencies within the federal government that have to be coordinated. So the answer is that creating a Cabinet post doesn't solve anything.' [White House spokesman Ari Fleischer, 3/19/02]

...BUSH SUPPORTS THE DEPARTMENT OF HOMELAND SECURITY 'So tonight, I ask the Congress to join me in creating a single, permanent department with an overriding and urgent mission: securing the homeland of America and protecting the American people.' [President Bush, Address to the Nation, 6/6/02]

12. Weapons of Mass Destruction

...BUSH SAYS WE HAVEN'T FOUND WEAPONS OF MASS DESTRUCTION 'David Kay has found the capacity to produce weapons. And when David Kay goes in and says we haven't found stockpiles yet, and there's theories as to where the weapons went. They could have been destroyed during the war. Saddam and his henchmen could have destroyed them as we entered into Iraq. They could be hidden. They could have been transported to another country, and we'll find out.' [President Bush, Meet the Press, 2/7/04]

13. Free Trade

BUSH SUPPORTS FREE TRADE... 'I believe strongly that if we promote trade, and when we promote trade, it will help workers on both sides of this issue.' [President Bush in Peru, 3/23/02]

[Washington Post, 9/19/03]

14. Osama Bin Laden

16. WMD Commission

BUSH RESISTS AN OUTSIDE INVESTIGATION ON WMD INTELLIGENCE FAILURE... People have a right to change their mind. Jesus fucking christ, I was pro-war at first. Of course my opinions were based on LIES from our president. Bush can change his mind if he likes, but I agree, his whole solidarity complex is bullshit.

Write that down.

well if bush is going to try to paint kerry as a flip-flopper, we have a right/duty to point out his own flip-floppings

almost every one of those quotes is taken out of context. all this article proves is that you can easily misconstrue the intended message in a given speech by separating choice phrases from clarifying contextual evidence, in this case portraying the speaker in a negative and hypocritical manner. this is actually a very commonplace political tactic, in spite of being deceptive and fraudulent. quite deceitful, actually, and pitiful. whoever put together this little list of so-called credibility stripping examples probably idolizes michael moore, or something, and revels in how clever he finds himself, for pilfering his heroic icon's favorite method of propagandizing. all i can say is . . .pathetic.

^Wow, you're a genius... half of those aren't just quotes, but radical policy changes. Anyways, the point isn't that Bush is a flip flopper, the point is that he's just as much of a flip flopper as John Kerry is, or perhaps even more so, by the very standards of judgement being used by the anti-Kerry individuals who have propogated that claim.

the president is just a puppet anyways. Stop bitching about the president, bitch about your bought and payed for congressmen/women. They are the retards making stupid decisions. Yes the president has limited power, but congress and the house can tell him to shut the fuck up and over-ride his stupidness. His is just a guy with wearing a suit. He is not incredibly smart, a religious leader or of anybody that is in anyway above the common american.

As JD pointed out, the point isn't that Bush shouldn't be elected because he's a flip-flopper; the point is you can find stances and quotes to portray ANYONE as a flip-flopper, especially every member of Congress. all politicians do it

It's simple: the Bush administration has nothing to say that has been done right in the past four years or good plans for the next four to say in their campaign ads. So they decide on cheap shots about Kerry. Here's their main one: the 'flip-flops'.

You fucking morons, first of all, do you think it's possible to remember every opinion you ever took about anything while you're such an important politician as Kerry (or Bush, for that matter)??? They have taken at least thousands, and it has to be pretty fucking hard to remember every vote you made in the senate... And then, maybe his opinions changed? That never happens to you? For the most part, they changed for the better. I wouldn't be complaining.

I am not so troubled by Kerrys flip flopping on policies, but I am more concerned about his abismal attendance record. I noticed in his daughter's speech that she said her father was always around, but there is an evident corrilation between his family time and not being in the senate. I just find it odd that a man who misses the most votes out of the senate, including more then Strom Thurmand who was dead his last three terms, is up for the most powerful public office in the nation. He doesn't do his job in the senate, what makes you think that he will even show up to the Oval Office more then three times a week and spend the rest of his time kite boarding. In any other job if you had the lowest attendance record you would lose your job, but now he is up for the biggest one. Call me old fashioned, but I think that America needs to be under the control of someone with work ethic and not someone who spends all his time being extreme and with his kids. And don't bring up Moore's or the Washington Posts' statistic about Bush being on vactation all the time because those are bent beyond recognition and easily misconstrued.

'' And don't bring up Moore's or the Washington Posts' statistic about Bush being on vactation all the time because those are bent beyond recognition and easily misconstrued.''

I will bring them up, because they are significant. Even counting weekends, Bush has spent an absurd amount of time on 'vacation'... you might claim that he could have been working all that time, but I could claim that Kerry missed votes because he was performing other tasks critical to the wellbeing of the American people.

Now, everyone's saying that Kerry missed a lot of votes, especially this year, due to campaigning and other things. But let's take another example. Republican John McCain is widely regarded as one of the best potential candidates for a president we've seen in years. Even democrats claim they'd vote for him. In fact, almost anyone I've talked to has said they would support him for president. Well then, explain this!

McCain missed 282 votes out of 2,790 Senate roll-call votes, or 10.11 percent, according to data provided by Congressional Observer Publications, an Oregon-based nonpartisan congressional vote-tracking service. A separate check of Senate records confirms McCain missed that number of votes. That, since 1995, is the second-highest voting absenteeism rate in the 100-seat Senate.

i dont care what people say about bush, i care what he does/has done. i dont care what people says about kerry, i care what he does/has done. everything else is probably bullshit.

^ good thing hes not running then eh?

heres my quarrel with john 'reporting for duty' kerry. if you look soley at his attendance record, or soley at his contradictory statements, or his hipocrytical stances on things like abortion, then you could probably find grounds on which you could conceivably permit them, or grounds on which you could justify each individual instance.

i see many people saying that they respect john kerry because he is able to change his mind according to the dictates of his personal moral convictions. if that were indeed the case, than i would be right there with you. the probelm comes when he either attempts to make it sound like he actually didnt change his mind. that is when he ends up sounding assanine. that is when the flip flopping becomes an issue. granted, ive not watched much news in the past week or two, so i might be off here, but i cannot recall any instance where Mr. 'reporting for duty' was able to sack up and say 'i changed my mind on this position, for whatever reason' his changes on issues seemed to coincide oddly enough with the pressures put on him by the democratic base, rather than his own convictions. when he sees howard dean winning in the polls, is it mere conincidence that he becomes all of a sudden 'an anti war canidate'? sounds a little shakey to me.

the point is not weather he changes his mind on things, or weather that is permissable, or perhaps even admirable. the question is why does he change his mind? so far it appears to me that he does it to follow whatever way the political breeze is blowing at that moment. whatever he thinks will benefit him is what he does.

that, along with having a liberal-when-present senate record, along with all the rest of the aforementioned objections is why i dont like the man, and why im not gonna vote for him. hes going to get us out of iraq in 6 months? is that final, or does that depend on how things are going? hes going to roll back the current tax cuts... ill tell you what, that strategy worked wonders for gray davis.... and more literally for the cities of reno and las vegas, who are happily taking in companies that are still fleeing california due to his fiscal shenanigans.

the man (kerry) professes that life begins at conception, and yet supports abortion. this would appear to be another case of Johnny supporting a cause that he personally doesnt believe in, but hes probably pretty sure that he can get some votes by not opposing it so he doesnt... but wait! what about the pro life moderates in the party? we dont want to loose their support, so ill claim what i did about life beginning at conception... shoot. i cant choose one way or the other, or else ill loose someones vote... i know the answer! i wont oppose abortion, but i wont support it outright either! its brilliant! maybe this is a good stretegy to use in other issues...

silly kerry. silly people who vote for him... silly party for nominating him... seriously... the two weve got running cant be the top of americas best and brightest... i dont know what to say, other than that i wont be casting a ballot for team 'reporting for duty' this fall.

Just to bring up attendence records....... Bush has taken quite a few 'working' vacations if I'm right.. like... MORE then any other president if I'm not mistaken... gosh, people are so flippin' hypocritcal sometimes.

Question, can you show me 3 ads put out by the Bush campaign that are NOT directed tobe negative towards kerry? cause I don't think I've seen very many. And I sure as hell don't wanna elect in a group of people who spend more time attacking their oponents, then trying to show WHY to vote for them, and what good tehy do. negativity sucks.

thats why the dems love to paint doomsday portraits of the next 4 years huh?

put now to my real point. the BIGGEST reason i dont like john kerry is that he has the WEAKEST knots in his neck ties. i mean, what is that knot even called? its pathetic. at least have the common decency to tie a half windsor. a full windsor is obviouslt preferable, but whatever that single loop thing is that he has going on now looks awefull.

national Security

Economy

Many other issues

A speechthat was on national television

there, now you can know where he stands on the issues. Those are readily available sources, that most people have acess to. He has made his stances clear enough for me to understand on tv interviews, debates, etc. If you're stupid enough to think he doesn't have a stance, then you're probably stupid enough to well... vote for bush.

well... stupid maybe not, but seriously, do you NOT know where he stands on anything? I honestly think you're jsut taking what the GOP and some media throws at you and believes that. I know they tell people he doesn't have a stance, but he does, and it's out there for people to see and it's easy to know. I really don't see why people think he doesn't have a stance.

all these ads that I hear about him being a 'flip-flopper' say he says he suports the war on terror, but he voted for cutting funding of our troops. Well, he voted agaisnt one of the bills, and there is a reason too. it was bullshit. It wasn't passed, adn there were many republicans that voted it down. Seriously, look into what teh GOP is using for brainwashing, and you'll see that not much of it is true, let alone based on any remote reach of facts.

of couse saying that he doesnt have a stance on anything is an exageration... i find it interesting how kerrys economic platform focuses in on the 'middle class' americans. if you read his platform, it becomes clear that you could really insert 'working class' for middle class. i wonder why he doesnt just say that? he seems also to focus on class inequalities that naturally exist in a market economy. he definatly targets the workers over the business owners... lets see... class inequalities, working class over the buisness owners,... this sounds oddly familiar. i swear ive heard this somewhere before... where was it i wonder... ?

Anewmorning, I think my paranoia is getting the better of me, because I'm getting the ridiculous, completely absurd suspicion that you just accused Kerry of being a Marxist.

dude, politions are politions and they'll always be lying sacks of shit no matter what party they belong to. i remember back in 2000 i thought 'both bush and gore are dumbasses. if i could vote i'd vote for neither of them.' now it's the same thing - on one hand you have the guy who invaded iraq for no good reason other than 'saddam's a bad dude' (or oil/terrorism/camel fucking or whatthehellever you want it to be), and on the other you have a guy who can't really seem to make up his mind on the issues (imagine this - 'oh, we're gonna roll back the tax cuts' then five minutes later 'oh shit, i changed my mind, the tax cuts are fine'). changing your opinions based on your own moral convictions is a-ok in my book, but switching them around every week to reflect the feelings of your voter base is akin to shooting your neighbors dog cause it looked at you funny than saying 'sorry' to your neighbor with all the conviction you can muster.

both canidates are dumbasses. it's about high time a green or independant gets elected.

might i point out a little more hypocracy that i have just realized? i post an article from fox news, and the first response is one of disdain for the source, due to its 'biased nature' this article, i just took the time to note, if from the center for american progress.... hmmm... where is the outcry? where are those condemning this 'biased source' ? or is it only outrageous when a conservitive does it? straighten up you lackeys.

fox news is hardcore right wing bullshit. Hey boys and girls wanna see what a republican is suppose to be? type in Senator John McCain in your google search and read up. This election may be the most important one of our time because we're picking the lesser of two evils. Bush has run our economy into the ground and Kerry can't exactly make up his mind and is just starting to talk about where he REALLY stands on issues. I have a friend that recently came back from Baghdad. He was sitting next to his best friend when his friend was shot by an RPG to the head. He was shot in the leg by an AK47 and lost 3 fingers on his right hand and 2 on his left. He was probably the greatest guitar player i've ever heard. I guess that is why I'm not voting for bush. Because he sent my friend into a war we didnt have to fight.
