this is what i found on a website, from an interview after they stopped him
''I've got a buddy in the MCPD and he told me this guy's story is actually pretty cool – he's crazy wealthy (off what I don't know), but he apparently goes to hospitals and meets up with sick kids as Batman to brighten their day. The tags were in his backseat because he couldn't get the poor people screws to work on his $800k car. As to why he was still in costume when he got pulled over, the latex suit is apparently not so easy to get in/out of, so he has to do it at home. Unfortunately he did not talk like Christian Bale or reference Commissioner Gordon and the bat signal at any time during the stop.''

Well it's pretty clear what is going on actually. The one in the other thread is obviously batman from back in the 70s, 80s, or whenever. He was so good at fighting crime that there was nothing left to do but sit in his batcave and spend his millions of dollars inventing new technology to fight the new wave of crime he thought would come.
When he was building/testing his new batmobile a bat was sucked into the engine. The bats blood fused in with his fuel and essentially created a batmobile that could now travel in time. Since he was bored with no crime fighting to be done in his time he traveled forward to our crime ridden time to help out the current batman in his endeavors.
But the new batman didn't want him encroaching on his territory so he was assigned to help europe in their quest to rid the continent of crime.
