Head skis are usually very close to the listed length so dont worry about that.
tl;dr - in my opinion the 181 is a better option as you are still growing and are likely to progress more, in which that longer length will come in handy. you cant really go wrong either size tho

In that time he may grow or he may not. If he goes for the longer size he is stuck on a pair of skis which he may or may not grow into. If he gets the shorter they will allow him to progress from day one and if he does grow in a couple of years it will be time for new skis anyway.
As as some reference Noah Wallace rides the Caddy and he has a 176. He is 1" sorter then op but 45 lbs heavier so if Noah can ride the shorter pair I'm pretty sure the op will be fine.
