Shrinking .gif's

how do i shrink a moving .gif file to make into an icon?

i usually optimize each frame then putit back together. but you can just resize the image and nothing will change.

i wanna know how to resize it or optimize it. I tried resizing it on photobucket but it won't shrink to the size of the icon on NS

ok i found a place to shrink the gif but i'm not able to upload it because it isn't 8k
