Quick boot adjusment question

I am about to pull the trigger on some boots. If I have a last of 101mm and the boots I am thinking of have a last of 98mm, will a boot fitter be able to pack/punch/grind a couple mm out? Sorry if this is a dumb question I'm just not thinking clearly due to the fdact I just got my wisdom teeth out

And another question, If I buy boots online and bring them to a boot fitter to make small adjustments, what is fair payment? Since I didn't buy them in shop, will they still do work on them?
 
You'll be able to have them punched out if you really need to, and if you didn't buy from the bootfitter expect to pay anywhere from $20-40 most likely..
 
^thanks. I decided that buying a boot online was not a good Idea and I am just going to go to a shop and get boots properly fitted
