Yes his radar will work if he's driving, it factors in the speed he's traveling. I hear it's much less accurate though.

And I feel for you, there are so many BS speed limits around here, like 25-35s in the middle if nowhere, near no houses or anything, just some slight curves. Everyone goes well over double the limit cause you'd be an idiot to follow it. Get a radar detector and learn how to spot cops.

I've been there before so i know it sucks, but consider yourself lucky. In Ontario your car would have been impounded and your license immediately suspended. If it's your first offence maybe look into having one of those traffic lawyer's to fight it for you.
