word, the progression park does nothing to stop noobs and gapers from wrecking the main park. As for the mini pipe, I know what you mean, some kids just have to sit right at the drop in point, and when I call my drop I get snaked, god people don't seem to know what "dropping" means these days, then some instructor I know came and bitched at them all, five seconds later, there is another group of kids sitting right at the drop in point. I think that pulling passes for jumping of the side of the lips to rails may sound severe but it's after a warning so it's pretty lenient.
I also think that when people get their park sticker at the entrance to the park the people giving out the stickers should also mention some park etiquette, not only don't sit in the landings of jumps but also don't go off the lips up to rails.
