Unless your network admin is a dumbass most portals will be blocked. Your best bet is to get a proxy list and just start randomly trying them out.

if you go to the google translator just translate the website you want to go into english and you'll see it through googles servers.

Just type in "proxy" in the searchbar. You should fine a ton of results (i did). Also, one that works at my school is www.noblockme.com
