my guess is to (haven't tried it yet) is to make a title in adobe photoshop then export and then import into preimere if you have 6.5 it lets you do a liitle stuff like that

premieres title tool is not really that great of a tool, has very limited possibilities so I recommend trying after effects, you can download a free trial from ww.adobe.com and check it out, once you try it you will love it

yes premiere title pretty much blow. there are a whole bunch of title maker programs that work just like a plugin to adobe premiere with what seems like endless little tricks you can use. search a little, and you will find something. then download it on kazaa or winmx or wherever, but virus scan that shiz, and then you're in business.

you have to make the titles in photoshop if you want good ones like that.

insert the title to the timeline and the go effects->video effects->stylize->alpha glow. maybe thats not the kind of glow u want, if u want a more realistic glow i think u have go get adobe after effects
