Powder that turns to jello-like substance?

Ok so I work at an outdoor pool with the city and there's a couple other pools around too. Each pool likes to prank eachother. We were the first victims of the summer where a week ago I came to work finding a toilet in the deepend and a note saying how we got owned. So someone had said he remembers some powder that when you put it in water it turns to jello or something. I want to know what this powder is because we want to turn the other pool's wading pool to jello in retaliation. Any help would be great!

if seen a show on something like discovery chanel where scientist tried to find out where the water of some natural spring on top of a mountain goes, so they literally put one or two table spoons of it in the spring and 3 hours later one creek at the bottom of the mountain was pink/red

i don't know what that substance was or how hard it is to get a hold of, but damn, you would be able to make all of their water red in seconds

make sure you dump it not near a drain so it gets time to react and doesn't just drain...
 
Stop all the drains, get lots of people to simultaneously pour a 5 lb bag in, then take pictures.
 
go to a gardening store ask around there. there is stuff made to asorb moisture form plants and around them and u can get gallon bags of it there
 
although that would be an amazing park to pull off i think you would get in quite a bit of trouble. if you gelatinize a swimming pool they will have to remove it all, gel doesnt drain so someone would be spending a loooooong time scooping out jello and i bet the pool would need to be closed during the process.

And yeah obviously we're going to turn the filter and skimmers off lol. The best part is no one really cares about the wading pools (we normally don't even bother cleaning the skimmer or vaccuuming it lol) so some kid that wants to go play in it will be like WTF hahahah
 
the best pool additive is the stuff that makes urine turn purple. spot that little kid who's peeing and throw em out.
 
we thought about doing that the mini pond with a fountain at our high school for a senior prank, but it would have cost too much money.
