Chinese people aren't "clueless" they know when they are being uncouth and choose not to care. The Chinese people whom can afford to travel abroad on vacations are not raised on some small farm out in Sichuan, they are mostly from well educated wealthier family's in the eastern and southern parts of China.
If I were Chinese I would be more mad you think I need help from a bunch of concussed skitards to learn a language as simple as English, when the majority of people in China are bilingual already and English is quite popular to learn in the south. Most normal Chinese people are ashamed to see all the shitty tourist videos and would acknowledge the problem, not be offended someone else also acknowledges it too and doesn't want to be around it. Saying they are too stupid to understand basic etiquette is far more offensive than saying they don't care about it, in my book.
Also incase you missed it, you stereotype Chinese people in your first sentence then say stereotyping people is wack right after...
