I have a sony camcorder that doubles as a digital camera. Until I either save enough to get a scanner, or a new real digital camera, this is what I have to take pictures with. As you can see in the pic below, the picture quality is really bad. Is there ANY way at all to changethe resolution or something so that it looks better?

not sure, usually on some programs like photoshop it usually has something to increase the quality

check the settings on your camera and make sure the digi still qaulity is at the highest setting

You cannot increase the quality with any program to a normal picture. It has to be in good quality the first time.

Adobe Photoshop will be able to changer settings on the picture and try to make it bether like changer curves, brithness, colors, etc.

The only was you'll be able to see if you can take bether pictures, in on your camera settings. If it's at maximum resolution, i'm pretty sure theres nothing else you can do.

Maybe i'm wrong but i'm pretty sure tough...
