Get adobe photoshop 7 or CS.

CS is newer, but 7 has the most support and tutorials and most the people on this site use 7 as of now.

photoshop all the way. Unless you're against illegaly downloading very expensive software. If so, get the GIMP. It's a bit different than photoshop, but you can do all the same things with it, and it's free.
