dekal.com is just a vinyl cutting company. There are people on NS who do this kind of stuff...myself and I've heard mattyb does the same...
birdos allows you to do it but make sure you have a hell of alot of cash ready for the bill

at the burton store in burlington vermont you can design your own board. so if you snowboard its pretty sick

any recommendations on a spray paint that my edges wont rip off when im skiing

You should go buy vinyl...it comes in tons of colours...any colour you want and some patterns. If you don't want to spend to $ on pro cutting, then cut it yourself with an exacto.
If you're set on spraypainting, make sure you sand your skis first, then prime, then paint...otherwise it will come off on your first run.

I am not 100% sure if you can. But talk to Keith at Praxis. Might be possible. but it would cost a little more probably.
