The ghosts represent the proletariat, while pac-man represents the burgeosie. The ghosts have within them the power to overthrow the ruling class, but only if they coordinate their efforts; pac-man is weaker than he seems, and is able to supress the working class only by exploiting the ample resources at his disposal (power pellets). The monument is a call to arms for the oppressed members of the working class; if we coordinate our efforts, we can form a utopian society through bloody insurrection.
