packing down colorados light powder

how do you go about packing down the snow? today i was hitting my rail and i just couldnt pack it down enough to get enough speed. i tried hitting it with a shovel and using my skis. any ideas?

that is what i do, after its paccked in i water it again and the snow stays for a long time.
