when they're that deep, i take some nail clippers and cut out some skin to get them more accessible. give it a shot.

soke it in water, try again with the needles and tweezers, poke at it a bit, and if nothing happens, then put hot glue on it, and when it drys, pull it off and somtimes you pull the sliver out with it. o, and get a new rail.
