I selected the sand and desaturated it. I was a bit dark, and undefined, so I think i messed with the Brightness/Contrast, and upped the contrast a bit, maybe adding a small amount of brightness. Then I selected the sand again, and made a new layer, and filled that selection in with color #6994BE, put it on top of the snow, and set the layer mode to Overlay. After that I went back to the original sand layer, went to Replace color,  and selected the main dark area on the right side, and lightened it up so the blue would show through. I might have gone to selective color after, and added some blue in the neutral colored areas, but I don't remember. Thats basically what I did, I dont remember exactly, or all the finite steps, but yeah.
