no, the lable started because no one would sign Bad Religion. It started soley for Bad Religion because of this delema. of corse it was originally a punk label and maybe if you open your mind and listen a little, you would realize, that a lot of that underground hip hop is indeed punk. The bigger problem with that label is signing pussy pop-punk, "hardcore" and emo bands (Matchbook Romance, The Dillinger Escape Plan, Motion City Soundtrack, and Death By Stereo to name just a few); not underground hip-hop, because underground hip-hop doesnt pretend to be something its not!
