This means your boot does not fit right. Full tilts aren't automatically the best boot that prevent shinbang. Go to a boot fitter.

anyway if you are trying to lift your heel of the base of the boot you should be able to about a cm.

you really just dont want to lift as you flex through the boot. but that can be fixed too. as everyone will tell you. if in doubt see a boot fitter.
 
If you try to lift your heel, and it lifts that is nothing to worry about.
if you are getting lift when you flex the boot forward that is a different story. don't confuse heel lift with your heel moving back into the pocket. if it truly is lifting that is usually because the boots are too soft or the boot shell is meant for a higher instep and you probably have a lower instep.
