From your subsequent post it doesn't sound like your parents or you are stoked about this. Your sister is an adult though and the best you or they can do is talk it through with her. I agree that just because you reach an arbitrary age, doesn't mean that you aren't going to make stupid decisions. There are some teenagers I know who are more mature than I was in my twenties. There were things that my friends and I did when we were 17 that I definitely would not do now and some of these things could have gotten us arrested or killed.
What would I do if my 23 year old daughter was engaged to marry a 52 year old? I would probably swap his viagra pills our for estrogen and wait for the annulment.

UPDATE:
Not only did they fuck, they had an ongoing relationship for about a year and a half, and this isn't the first time the police were notified about this guy getting it on with a youngin'. The reason he didn't get fired that time is because we had a terrible headmaster, and because the music teacher was such a musical genius who brought many state awards to the school, they kind of just brushed it off. We got a new headmaster this year who's strict as hell, and she brought attention to it and exterminated him.
The music teachers wife found out about this affair a few months back, and they went to a bunch of counseling to clear it up, but while the music teacher was in the shower, his wife looked through his phone and saw they were still texting and keeping the relationship going, so she decided she was done with him and reported it to the school.
Tl;dr music teacher's wife found out about the 1.5 year relationship between the music teacher and teen a few months back, goes to heavy counseling, and finds out the relationship was still going on, so she decided to turn him in.
