So... in times of war, the homeland automatically becomes a police state and all citizens surrender their rights to free speech? I don't think so.

First off, Bush DIDN'T get a majority vote, not even taking into account the mess in Florida. The ELECTORAL COLLEGE system is what got him elected. But, putting that aside: so the President is America personified? Back in the Clinton years, were all us Americans adulterers by definition? I don't think so. America is everybody, not just the President. And sometimes the President does things that the American public doesn't like. It's the job of the American public to tell the president how they feel, so that he (hopefully) won't do it again.
