Had 1 or 2 people gone over to help, like there was at first, they probably would have been left alone, then when the police advance they would have been assisted and brought to an ambulance. But when a crowd mobs around them, no one benefits. It doesn't help the victim, doesn't help first aid, and to the police is just looks like a group congregating again.
What are 10 most likely untrained people going to do to help him? Guarantee that most of them simply wanted to take pictures or get him on video. It's not a war, your buddy isn't going to be captured or arrested if he's hurt. He's going to be treated by qualified paramedics, and sent to a hospital.
