its not decriminalized completely, its if your caught with less than an ounce on you then its only a 100 dollar fine with no criminal record but word 781 represent
 
^ schools and universities are where this stuff gets tricky because they can more or less do whatever they want concerning this. Especially private schools or colleges, where you pay to go there, and thus are at the whim of the administration

no, thats decriminalized. I think your thinking of legalized where you can have as much as you want and not get a penalty at all.
