Making a flashing icon

How do you make part of your icon flash? and then how do you save it so you can put it on NS?

Okay, i guess i'll be more descriptive in what im having troubles with. I have the icon opened up and i would like to add colours to it. On the toolbar on the left, there is the the thing which allows you to paint. When i use this on the image it says "No active object for the operation."

why is this?
