Looking for an iphone app

ok so i am looking for an app that allows me to take a picture of something and then marks the location and give it a tittle.

i remember that this was like the closest thing to a handrail app, but you have to see the spots first.

I remember reading something like this in regionals once, but I think it was a straight up HTML website, sponsored by google or such. And it was a tracker for urban spots in different cities. Not sure where it is exactly though, and I'm too lazy to searchfor it. Maybe someone else knows it off the top of their head !
