Because if there's one thing that North Korea has, it's an economy that will support a ski area.

But seriously. Who do you sue when you break a leg?
 
He probably skis given the fact he was schooled in Switzerland.

As for who he sues I guess it depends on who he has a particular disliking for at the time.

Just found out that cannabis is legal in North Korea as a healthy alternative to tabacco! Not that I'm suggesting anything...
